Why do government institutions behave the way they do? This course will provide students with an understanding of the context and reality of public policy making and implementation from the perspective of government agencies and other institutions.

Through the discussions and reading, students will learn the influences and incentives on the behavior of government institutions, how they differ in their behavior and perspective; the elements of organizational theory applicable to public organizations and those that are not; the possibility for leadership in public policy making and implementation; and the reality of implementation. The focus will be largely on federal institutions, however, all of the material will be relevant to the state and local level.

This is a core course for second year students.
