Recently, RAND researchers and PRGS faculty Beau Kilmer and Rosalie Pacula have been cited in the news as experts in the debate about the economics of legalization of marijuana. Their report, "Altered State? Assessing How Marijuana Legalization in California Could Influence Marijuana Consumption and Public Budgets," finds that legalizing the production, distribution, and possession of marijuana in California would lead to a substantial decline in price by as much as 80 percent and increase consumption. Beau Kilmer presented the findings of the study at a Congressional briefing on Monday.
