A new RAND report, "Building a More Resilient Haitian State," identifies the challenges to more capable governance in Haiti, suggests ways the influx of aid money can be used for long-term improvements, and proposes a realistic set of actions. Specifically, it recommends that the Haitian state and international donors focus on public administration, justice, security, economic policy, infrastructure, education, and health care. Two of the authors of the study, Senior Economist Keith Crane and Senior Political Scientist Laurel Miller, are featured in a video where they discuss developing a Haitian state-building strategy.
